The Queensland public sector is focused on providing services to Queenslanders, effectively, and delivering the government’s objectives for the community. A skilled, capable and ethical workforce, as well as high-performing leaders and organisations, are crucial to achieving this.
The Public Sector Commission (PSC) supports the public sector to deliver on the government’s objectives, and to be the best it can be through the administration of the Public Sector Act 2022 (PS Act) and the Public Sector Ethics Act 1994 (PSE Act). We aspire to deliver services designed to build sector capability and readiness to address challenges with a professional, ethical, diverse and highly capable workforce.
Our role is to ensure best practice and system-wide implementation of the Acts we administer, which we do through the following six areas of expertise:

- Leadership pathways
- Talent management
- Diversity and inclusion
We primarily work with chief executive officers, senior leaders and HR practitioners to ensure they are prepared for future workforce challenges, to build their capability and to help them embed good workforce practices across the sector.

- Collate, analyse and report on workforce data, including employee demographics and job performance.
- Prepare and publish conduct and performance data supporting the government’s commitment to transparency and accountability.
- Track and report full-time staffing levels (FTE), behaviour and performance to public sector governance bodies.
- Partner with agencies to research and respond to workforce trends.
- Manage the Working for Queensland employee satisfaction survey and use results to enhance workplace strategies.
- Develop, review and deliver directives, policies and guidelines and workforce strategies.
- Support agencies to manage their workforces in line with directives, policies and strategies and ensure best practice in implementing these and alignment with legal standards and ethical guidelines.
- Advise agencies on issues relating to the management and governance of the public sector including significant change management and the structure of government entities.
- Promote HR practices that uphold values and principles that apply to public sector workforces.
- Provide guidance and tools to manage and develop the public sector workforce.
- Advance the capability, integrity and professionalism of the public sector through support of the Institute of Public Administration Australia (IPAA) Queensland.
- Administer and provide advice on the Code of Conduct for the Queensland Public Service and approve additional standards of practice for public service agencies.
- Administer the framework for corrupt conduct complaints made against public service employees engaged at the SES3 and higher level.
- Develop and deliver the Queensland public sector leadership development series.
- Advance the careers of First Nations employees and strengthen cultural capability of the sector through the Aboriginal and Torres Strait Islander career pathway service.
- Develop and deliver leadership programs, including People Matters and learning resources tailored for public sector employees.
- Establish professional standards and frameworks for leadership development.
- Organise and manage leadership performance assessments and development programs.
- Partner with organisations to deliver programs to build a pipeline of future leaders, ensuring continuous improvement in contemporary leadership practices.
- Improve the way the sector recruits, selects and retains the right public sector workforce.
- Support and promote graduate entry into the public sector.
- Promote the Queensland Government as an employer of choice by highlighting our employer brand and employee value proposition, the diversity of careers available and the difference we make to the lives of Queenslanders.
- Develop and promote equity and diversity strategies.
- Provide information and resources to improve sector workplaces and employee experiences (including health, safety and wellbeing, culture and inclusion and public service values and conduct).

HR practitioner services
This group includes practitioners involved in recruitment, onboarding, learning and development, organisational change, performance and employee relations.
- HR practitioner advisory service
- Advice on how to interpret and apply Queensland public sector HR legislation, directives and guidelines.
- Specialist advice on complex HR matters through the Conduct and Performance Excellence (CaPE) and HR Assist service.
- Assistance to smoothly manage organisation changes, including machinery-of-government administrative arrangements.
- Tools to build employee understanding and capability
- Learning materials and development opportunities to help public servants understand the rules, guidelines and the expected behaviours for working in the Queensland public sector.
- Workforce data reporting
- Assistance to capture, analyse and report monthly and quarterly workforce data
- Administration of the annual Working for Queensland survey, including identifying workforce trends.
