Chris Lamont, Acting Queensland Public Sector Commissioner

Chris Lamont

Chris Lamont joined the Public Sector Commission as Acting Commissioner in September 2026.

Chris brings extensive expertise spanning both the public and private sectors.

As the former NSW Small Business Commissioner, he played a pivotal role in designing financial assistance programs to support small businesses during the COVID-19 pandemic and implementing targeted recovery initiatives following natural disasters.

Chris has more than two decades experience in policy development and advocacy, senior government positions, not-for-profit and industry associations, business and the delivery of major government reforms and projects. He has held senior leadership positions across federal, state, and local governments, where he successfully delivered significant reforms and oversaw multi-billion-dollar infrastructure projects.

Jenny Lang, Deputy Commissioner

Jenny Lang, Deputy Commissioner

Jenny is responsible for setting system strategy, outcomes and performance standards, aligning the Commission’s priorities with government expectations. With Jenny’s strong legal background, she is focused on supporting agencies with the application of the Act and the PSE Act, while strengthening the sector through initiatives such as the Executive Women’s Network and the Aboriginal and Torres Strait Islander Career Pathways service.

Rhiannan Howell, Deputy Commissioner

Rhiannan Howell, Deputy Commissioner

Rhiannan is responsible for the strategic and operational delivery of Commission services to the sector. She works closely with senior leaders and government agencies to strengthen workforce capability, improve public sector performance, and deliver strategic reforms that support better services for Queenslanders.

Rhiannan has a background in a number of leadership roles in the public and private sectors across corporate and service delivery roles and brings a strong service orientation to deliver outcomes.

Rhiannan has led major initiatives to improve engagement, workforce mobility, and advocates for innovation, right-sized solutions ensuring the PSC is responsive to the sector’s emerging challenges.

Kira Vardanega, Executive Director, Strategic Workforce Policy and Corporate Services

Kira Vardanega, Acting Executive Director, Public Sector Employment Practice

Kira leads the PSC's Strategic and Workforce Policy, Corporate Services and Communications functions. She is responsible for providing authoritative advice on public sector employment, workforce policy and integrity matters, including the application of the Public Sector Act 2022, the Public Sector Ethics Act 1994, Commissioner directives and whole-of-sector workforce strategies.

With policy and advisory experience across central and line agencies, Kira has led major system-level reforms, including development and implementation of the Public Sector Act 2022 and the sector-wide public sector employment framework.

Kira is focused on delivering contemporary policy solutions, supporting sector capability and ensuring the Commission is well positioned to deliver its statutory responsibilities and strategic priorities.

Sandra Lerch, Executive Director, Priority Initiatives and Program Development

Sandra Lerch, Executive Director, Strategic Workforce Futures

Sandra is responsible for the development and delivery of system-wide strategies that meet priority demands from the sector. Having held senior leadership positions in central and line agencies, Sandra brings extensive experience in workforce strategy, organisational performance and service delivery reform.

Sandra is focused on delivering workforce strategies, frameworks and resources that are fit-for-purpose, scalable and deliver value for the sector.

Casey Bushell, Executive Director, Delivery and Performance

Casey Bushell, Acting Executive Director, Delivery and Performance

Casey is responsible for the delivery of integrated, client-centred people, culture and capability services for the sector. Casey brings extensive HR and leadership experience across the Queensland public sector, including roles in line and central agencies and in senior leadership positions.

Casey leads a broad portfolio spanning HR advisory services, leadership development, talent management, workforce planning, and equity, diversity, respect and inclusion initiatives.
