David Mackie, Commissioner

PSC Commissioner David Mackie

As Public Sector Commissioner, David is leading the Public Sector Commission (PSC) to deliver the Even better public sector for Queensland strategy 2024–2028 and build the capability of Queensland’s largest workforce.

He is the chair of the Integrity Reform Steering Committee, established to implement recommendations of the Coaldrake review into culture and accountability in the Queensland public sector.

Prior to being appointed as Public Sector Commissioner in mid 2023, David was the Director-General of the Department of Justice and Attorney-General.

He has previously held senior executive positions in the Department of Justice and Attorney-General and with the Anti-Discrimination Commission Queensland, the Commission for Children and Young People and Child Guardian, and the Commission of Inquiry into the implementation of the Queensland Health Payroll System.

David has also provided stewardship of the portfolio entities within the Department of Justice and Attorney-General including the Crime and Corruption Commission, Office of the Information Commissioner, the Electoral Commission of Queensland, the Queensland Human Rights Commission and the Queensland Family and Child Commission.

He holds a Bachelor of Commerce with majors in Economics and Public Policy.

Jenny Lang, Deputy Commissioner

Jenny Lang, Deputy Commissioner

Jenny was appointed as Deputy Commissioner in 2023, bringing her board public sector experience in policy development, legislation and service delivery to the PSC.

As Deputy Commissioner, Jenny has overseen the development and ongoing implementation of the Even better public sector for Queensland strategy 2024–2028. She also serves as a member of the Audit and Risk Management Committee.

Prior to joining the PSC, Jenny was the Deputy Director-General at the Department of Justice and Attorney-General (DJAG). In this role she led the Integrity Reform Taskforce which was responsible for overseeing and implementing recommendations by Professor Coaldrake in his 2022 report, Let the Sunshine in: Review of culture and accountability in the Queensland Public Sector.

She was also the Deputy Director-General of Justice Services within DJAG and was responsible for service delivery in the courts, QCAT, Registry of Births, Deaths and Marriages, Blue Cards, Victim Assist Queensland and a number of other frontline services. Previous Jenny also led DJAG’s Strategic Policy and Legal Services area and was responsible for the team that led the creation of the Queensland Civil and Administrative Tribunal.

Jenny is a seasoned professional public servant who began her career as a solicitor in the private sector for nearly 10 years before joining government.

Dean Corless, Executive Director Complaints Clearinghouse Program

Dean leads the Complaints Clearinghouse Program team as they define and design the future-state Queensland Complaints Clearinghouse model.

Prior to joining the PSC, Dean spent more than two decades with the Department of Justice and Attorney-General (DJAG), holding various senior leadership positions. Before leaving DJAG, Dean established the First Nations Justice Office and established and led the Justice Reform office.

He brings his extensive experience in client service, conflict resolution and mediation, administrative decision making, project delivery, policy development and implementation, and strategic leadership.

Dean has a Bachelor of Criminology and Criminal Justice and a Master of Business Administration.

Sandra Lerch, Executive Director, Strategic Workforce Futures

Sandra Lerch, Executive Director, Strategic Workforce Futures

Sandra leads the Strategic Workforce Futures team to deliver a range of initiatives to help ensure the Queensland Government workforce is agile, inclusive and fit for the future. Sandra and her team were instrumental in the development of the Even better public sector for Queensland strategy 2024–2028.

Sandra has worked in both state and federal public sectors, in a wide variety of roles spanning strategic policy, organisational performance and service delivery. Much of her experience is in central agencies during periods of significant workforce change.

Sandra’s long-standing interest in public sector reform has led her to contribute to a number of independent reviews in this area. Other areas of interest include employee engagement and positioning the Queensland public sector as an employer of choice.

Sandra holds a Master’s degree in public policy and is a member of the Australian Institute of Company Directors.

David Reed, Executive Director Public Sector Employment Practice

David leads the Public Sector Employment Practice team to develop whole of sector HR policies and directives—building the sector's capability and understanding of the Queensland public sector employment framework.

David has been in public service for over thirty years, having worked in policy, legal and HR roles. He is a well-respected public servant skilled in providing practical solutions to HR, ethical, conduct and legal matters, and for his advice is relied upon by executives across the sector.

David has a bachelor’s degree in law and is an admitted solicitor.

Suzi Woodrow-Read, Executive Director, Learning and Capability

Suzi Woodrow-Read, Executive Director, Learning and Capability

Suzi leads the Leadership and Capability team to develop and deliver initiatives and programs to enhance the skill and capability of the Queensland public sector workforce as they journey through their public sector careers.

Suzi and her team were instrumental in the development of the Even better public sector for Queensland strategy 2024–2028, and are responsible for implementing projects to support collaboration, capability and the career advancement of Aboriginal and Torres Strait Islander sector employees.

Prior to the public sector, Suzi has worked in non-profit and private sectors in a variety of roles focused on individual and organisational development—including consultant, educator, youth worker, HR manager, and as an Army Reserve Sergent.

She brings 30 years of experience in communication, leadership, coaching and education to the PSC. She is a skilled facilitator and a strong advocate for collaborative, participatory processes and human-centred design to support the challenges of working in complexity.

Suzi holds a Bachelor of Arts, Graduate Diploma in Education, Graduate Certificate in Public Sector Management and is about to complete her Executive Masters of Public Administration. She is a member of the Australian Institute of Company Directors.
